A Human Rights Problem

In 2011, the Cincinnati, Ohio, City Council declared freedom from domestic violence a fundamental human right. In the wake of Cincinnati’s resolution, more than thirty additional cities and counties in the United States have made similar declarations, all condemning intimate partner violence as a human rights violation and committing to various forms of redress. International conventions recognize that intimate partner violence is a human rights issue, but the United States has failed to ratify many of those agreements. Nonetheless, the United States can be—and has been—held accountable for violating the human rights of people subjected to abuse. Moreover, by “bringing human rights home”—applying human rights standards and norms to domestic law—states and localities have expanded human rights protections for those subjected to abuse. Conventions, case law, and grassroots efforts all bolster the argument that even in the United States, intimate partner violence is a human rights problem.
